Zoë is a highly experienced training consultant, delivering strategic advice and training in policy and public administration in the UK and overseas. A former British diplomat and policy adviser to Ministers, she has extensive domestic and international experience of government policy development, policy briefing, parliamentary work, regulatory reform and communication strategies.

Zoë is a creative strategic thinker with strong political awareness and a track record of delivering successful projects in the public and private sectors.   She brings a focused and analytical approach to her work, and is able to master difficult and diverse concepts quickly and provide practical and innovative solutions. She is a highly effective communicator and trainer with experience of media at all levels.

Zoe provides consultancy and training in the UK and internationally on public administration reform, strategic planning, policy development, regulatory reforms and communications strategies. She designed and delivered 2 major training programmes for the Foreign and Commonwealth Office to develop policy and political skills. Abroad, she has worked for the National School and for DAI (Europe) Ltd in Bosnia, Ukraine, Uganda and Ethiopia, often directly with the Cabinet Offices and other ministries in those countries, providing consultancy advice in public administration reform, strategy and policy development.
